Yes. The registrant must pay a full year’s registration fees, including issuance fees (normally $1.25). Section 40-12-258 does not permit the proration of license fees except for vehicles registered for the first time by the registrant, farm vehicles and recreational vehicles. Ad valorem tax is not required to be paid again.
